EU statement

Mr (Ms Vice) President, Members of the Fact Finding Mission, 

We thank you for your comprehensive report, which once again underlines the alarming scale and pervasiveness of human rights violations and abuses in Sudan. We commend you for carrying out this vital work and for your commitment to advancing justice and accountability efforts. 

The findings of the Mission point to serious violations of international human rights law and international humanitarian law by both the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) as well as conduct displaying hallmarks of genocide in the siege of El Fasher. This includes attacks against civilians, summary executions, arbitrary detention, torture, starvation as a method of warfare, and other grave abuses, including grave violations against children. We are particularly appalled by the widespread and systematic conflict-related sexual and gender-based violence, perpetrated by parties to the conflict. These crimes are predominantly committed against women and girls, who are paying the highest price for this violence. 

The European Union condemns, in the strongest terms, the deliberate and indiscriminate targeting of civilians, humanitarian personnel, and critical infrastructure, aggravated through the increasing use of deadly drone strikes, with consequences extending beyond the point of impact, particularly on children, as documented by the Fact-Finding Mission. We call on all parties to the conflict to comply fully with their obligations under international humanitarian law and human rights law. The protection of civilians and humanitarian personnel must be an immediate priority, and accountability for violations and abuses of human rights, as well as violations of international humanitarian law, is essential. 

The EU remains firmly committed to supporting the humanitarian response in Sudan, and reiterates its call on all parties to ensure rapid, safe, sustained and unhindered humanitarian access throughout the country in accordance with IHL. At the Sudan Conference in Berlin, the EU and its Member States, pledged EUR 812 million in humanitarian aid. The EU is committed to ensuring that all pledges are fulfilled. The EU will also continue pursuing its work on the protection of critical infrastructure through the EU Special Representative for the Horn of Africa and will continue to work as part of the Quintet to further strengthen an inclusive civilian dialogue.

Mr (Ms Vice) President,

The EU calls for the immediate end to attacks on civilians and critical infrastructure and urges both the SAF and RSF to agree to an immediate cessation of hostilities. The EU also calls on the warring parties to engage meaningfully in efforts towards a peaceful resolution of the conflict. We reiterate our support to the unity and territorial integrity of Sudan and for an inclusive Sudanese-led transition process that will lead up to civilian governance, with the involvement of civilian and regional actors. This will open up opportunities for a transition to a democratic, civilian-led Sudan. We also call on all States and external actors to refrain from actions that sustain and fuel the conflict and to cease any direct or indirect support to the parties to the conflicts. We recall the Fact-Finding Mission’s recommendation for the Security Council to extend the Darfur arms embargo to the whole country. Additionally, the EU will continue to advocate for expanding the mandate of the ICC. 

We support the renewal of the mandate of the Fact-Finding Mission, so that it can continue its important work in collecting and preserving evidence with the ultimate goal to provide justice to the Sudanese people and break the cycle of impunity.
