Mr President,
The EU thanks the High Commissioner for his update.
Russia’s war of aggression against Ukraine continues to cause devastating harm and mounting civilian casualties. The Commission of Inquiry has concluded that Russian authorities have committed crimes against humanity of torture, enforced disappearances, murder and forcible transfer of population, and war crimes, including deliberate and intensified targeting of civilians.
The latest OHCHR report documents a shocking pattern of conflict-related sexual and gender-based violence.The overwhelming majority of verified cases is attributed to Russian authorities, including cases involving children.
And yet Russia has failed to take any discernible steps to prevent, investigate, or prosecute sexual violence committed by its personnel, which it chooses to shelter in impunity.
The EU reiterates its resolute condemnation of the atrocities committed in Ukraine in the context of Russia’s war of aggression and Russia’s continuing violations of international law, including IHRL and IHL in Ukraine.
We reaffirm the EU’s commitment to ensuring full accountability and justice for all international crimes and human rights violations. We reiterate our support for the ICC.
We demand that Russia cease its aggression, withdraw all forces and military equipment from the entire territory of Ukraine and fully respect Ukraine’s sovereignty, independence and territorial integrity within its internationally recognised borders.
