Draft key messages of the tripartite input to the Second World Summit for Social Development (2025)

Chair,

I have the honour to speak on behalf of the European Union and its Member States.

The candidate countries Türkiye, North Macedonia*, Montenegro*, Serbia*, Albania*, Ukraine, Republic of Moldova, Georgia, the EFTA country Norway, member of the European Economic Area, align themselves with this statement.

We thank the Tripartite Working Party for presenting these recommendations based on the discussions held during the 112th International Labour Conference.

  1. We recognize the central role played by the ILO in promoting social justice and decent work for all within the multilateral system, as the unique specialized agency giving an equal voice to workers, employers and governments. We welcome the UN General Assembly Modalities resolution of the “World Social Summit” that explicitly recognized the role and contributions of the ILO and its tripartite constituents in promoting social justice and decent work for all. For this reason, we commend the Working Party for having managed to reach a tripartite consensus on key messages that would feed into the preparation of the Summit.
  2. We welcome that the key messages emphasize the unanimous support expressed by the constituents during the last ILC for a renewed social contract, as we are convinced that working towards the renewal of our social contract will allow us to attain a comprehensive approach of economies and societies based on human rights at work, social cohesion and solidarity.
  3. We are appreciative that some of the priorities of the EU and its Member States are reflected, notably in the draft key messages: decent work, full and productive employment, social dialogue, adherence to international labour standards, gender equality and the empowerment of women and girls, addressing transformative challenges in the world of work, such as those posed by demographic, ecological and digital transitions, social protection, and social justice, thereby contributing to Sustainable Development Goals and social integration.
  4. However, as renewing the social contract should build on the notions included in the report of the UN Secretary General “Our Common Agenda” and be anchored in human rights and the ILO’s Fundamental Principles and Rights at Work, we are of the opinion that a renewed social contract should have both a human-centred and a human rights approach, in order to give the proper framework to ILO’s messages.
  5.  None-the-less, we fully support the transmission of the draft key messages as agreed by the Tripartite Working Party to the Co-facilitators of the Summit and to the UN Secretary-General, in order to allow the ILO to have an impact on the draft political declaration to be agreed in New York ahead of the Summit.
  6. We are committed to engaging constructively in the upcoming negotiations on the political declaration to reinforce the social dimension of sustainable development and address major inequalities and transformative challenges in the world.
  7. Moreover, we encourage all Member States to echo the key messages in the negotiations that will be held in New York in the coming months, to ensure that ILO’s tripartite voice is heard. 
  8. We encourage the Tripartite Working Party to continue its work and, in line with its mandate, prepare a draft resolution on the tripartite input to the Summit, highlighting the role that the ILO and its constituents could play in the implementation of the Summit’s outcome.
