EU and Member States Explanation of vote as delivered at the adoption of the role of the UN in promoting globalization and interdependence adoption
Madame Chair,
I have the honor to speak on behalf of the European Union and its Member States.
The Candidate Countries Montenegro*, Albania*, Ukraine and the Republic of Moldova, align themselves with this statement.
The Member States of the European Union have voted against the preambular paragraph 9 of the Resolution entitled “Role of the United Nations in promoting development in the context of globalization and interdependence” and abstained in the vote on the whole Resolution.
The EU was disappointed that the zero-draft submitted by the G77, and China included the formulation “win-win cooperation” while the EU and several other delegations opposed it throughout the negotiations last time this resolution was negotiated. During the negotiations this year the EU has reiterated our concerns about this formulation, and we regret that our position is not reflected in the final text submitted by the G77, and China. The EU and its Member States are fully aware that win-win cooperation is in the 2030 Agenda, but the balance that is present in the
2030 Agenda is not reflected in this resolution.
We object to the use of language that excludes important elements of international standards and best practices for sustainable development agreed in 2030 Agenda for Sustainable Development, such as rule of law, human rights, transparency, equity, accountability and leaving no-one behind. In our view, the concept as it is reflected in this resolution, can be understood as calling for mutual economic gains to take precedence over the sustainable needs of countries. The inclusion of this formulation is therefore especially disturbing during times of global food, energy, and finance crisis, the covid 19 pandemic and conflicts – all having devastating impacts, especially on low-income countries.

Ongoing crisis have prompted reflections on how globalization can better foster resilient societies, building on the SDGs and its imperative of leaving no one behind, the EU believes that this Resolution can be updated to better reflect the integrated approach of the 2030 Agenda and acknowledge the need for inclusive global partnerships. Counting on constructive cooperation in the future, we call on all our partners and the G77 and China to reconsider their approach and refrain from including win-win cooperation especially without proper contextualization as provided in the 2030 Agenda, in future resolutions to avoid similar situations. The EU and its Member States will always engage constructively in negotiations because we truly value consensus. However, consensus should strengthen and not erode the universal rules and values we have all agreed on for the prosperity of all people and our one common planet. Thank you.
