EU Statement – UN General Assembly 2nd Committee: Follow-Up to the third UN Conference on Landlocked Developing Countries

27 November 2024, New York – European Union Statement Delivered by Daphné Barbotte, First Secretary, European Union Delegation to the United Nations, at the 79th Session of the General Assembly Second Committee - Agenda Item 21(b): Follow-Up to the third United Nations Conference on Landlocked Developing Countries

Mister Chair,

I have the honour to speak on behalf of the European Union and its Member States.

The Candidate Countries Türkiye, North Macedonia*, Montenegro*, Serbia*, Albania*, Ukraine, the Republic of Moldova, Bosnia and Herzegovina* and Georgia align themselves with this statement.

First, I wish to commend the work of the co-facilitators from Austria and Mongolia, Ms Olivia Legradi and Ms Odontuya Baigalmaa, who have led the informal consultations with great professionalism and in the spirit of compromise.

The EU and its Member States recognize the pressing need to coherently address the special development needs and challenges of landlocked developing countries, which arise largely from their landlockedness, remoteness and geographical constraints. As such, the EU and its Member States remain committed to ensuring those unique challenges are properly addressed in order to achieve the 2030 Agenda and the Sustainable Development Goals.

It is in this spirit of continued engagement with LLDCs that the EU and its Member States look forward to the the adoption of the New Programme of Action for the Decade 2024-2034 as well as the swift convening of the third Conference on Landlocked Developing Countries following the recent postponement. The Conference will provide a once-in-a decade opportunity to articulate a new and ambitious framework for LLDCs, to tackle ongoing challenges, build resilience against future shocks, and accelerate implementation of the SDGs.

The EU recognizes that the success of the LLDCs is vital for global prosperity and sustainable development. We are committed to a successful LLDC3 conference, and we stand ready to constructively working with the LLDCs on the priorities of the new Programme of Action, in the spirit of renewed and strengthened partnership. The LLDCs can count on the continuous support of the European Union as we move forward together.

Thank you.
