EU Statement – UN General Assembly 2nd Committee: South-South Cooperation for Development

Mister Chair,

I have the honour to deliver this statement on behalf of the EU and its 27 Member States. 

The Candidate Countries North Macedonia*, Montenegro*, Albania*, Ukraine, the Republic of Moldova, and Bosnia and Herzegovina* align themselves with this statement.

Mister Chair,

First, let me thank G77+China for presenting this draft resolution, delegations for their valuable contributions, the co-facilitators Ms. Meryem Hamdouni from Morocco and Mr. Duarte Valente from Portugal, as well as the Secretariat.

The EU values the important contribution of South-South and triangular cooperation to sustainable development and welcomes the adoption of this resolution. We welcome in particular the reflection of the commitment to enhance triangular cooperation, made at the Fourth International Conference on Financing for Development. We remain committed to engaging constructively and to supporting efforts within the UN development system that help strengthen these forms of cooperation.

We regret that it was once again not possible to include language on Total Official Support for Sustainable Development (TOSSD) in the text, especially as relates to the enhancement of the interoperability of relevant data collection and publication platforms. Improving transparency and comparability of development finance remains a priority for the EU, and we look forward to more constructive dialogue in future negotiations so that this resolution can fully reflect the evolving global development landscape.

Finally, the EU also regrets that a vote has been called on this normally consensual resolution. We believe this undermines our collective effort and the constructive spirit of striving for consensus which has been a tradition in this Committee and has also guided the negotiations on this resolution this year.
