Thank you President, I speak on behalf of the European Union and its Member States.
The EU has assessed the report by the Commission of Inquiry, and thanks Ms Pillay for her presentation today.
The EU recalls its principled position of constructive engagement with UN bodies and investigative mechanisms, and respect for their independence. Individual EU Member States who were members of the Human Rights Council in May 2021 did not support the creation of this Commission of Inquiry because of concerns about its broad mandate and permanent nature.
President,
The EU’s position on unfolding situation in the Middle East is well known. The EU condemned in the strongest possible terms Hamas and its brutal and indiscriminate terrorist attacks across Israel. There is no justification for terrorism.
We are horrified by the staggering loss of life and our thoughts are with all the innocent victims of the conflict.
We reiterate the importance for all parties to ensure the respect of International Humanitarian Law, including the protection of civilians at all times. Full, rapid, safe and unimpeded humanitarian access must be ensured.
The EU’s opposition to Israel’s settlement policy and activities, including in East Jerusalem, is equally well known.
President, we are no longer in a business as usual mode. It is the EU’s strong conviction that the resolution of the conflict on the basis of the two‑state solution is indispensable for comprehensive peace in the region. We remain firmly committed to supporting all efforts aimed at achieving a just and lasting peace in the Middle East based on international law, relevant UN Security Council resolutions and internationally agreed parameters.
Thank you.
