I have the honour to speak on behalf of the European Union and its Member States.

Mr Independent Expert,

thank you for the presentation of your report on ‘Protection against violence and discrimination based on sexual orientation and gender identity in relation to the human right to education’.

It shows that LGBTI persons continue to face multiple and intersecting forms of discrimination, and violence, which profoundly affect their right to education, their mental health, and their overall wellbeing. It also highlights worrying global trends – including within the EU – such as discrimination, bullying and exclusion in educational settings.

We are particularly alarmed by the persistently high rates of suicidal thoughts, self-harm, and suicide attempts among young LGBTI persons, especially those who are transgender. The stigmatisation, violence, and discrimination that they face are too often perpetuated by societal prejudice and, in more than 60 countries, aggravated by criminalisation.

The EU reaffirms its commitment to respect, protect and fulfil the human rights of all persons without distinction. The entitlement of all persons, regardless of their sexual orientation and gender identity, to enjoy the full range of human rights and fundamental freedoms – including their empowerment and full, equal and meaningful participation in all spheres of public and private life – is a priority.

We are committed to supporting UN work on combatting all forms of violence and discrimination. Dialogue is crucial to help overcome fears and misconceptions. Our engagement on your mandate seeks to allow fact-based recommendations that aim at improving the full and equal enjoyment of all human rights by all LGBTI persons.
