EU Statement – UN Interactive Multi-Stakeholder Hearing as Part of the Preparatory Process for the High-Level Meeting on Pandemic Prevention, Preparedness and Response
Chair, Excellencies, colleagues,
I am honoured to deliver this statement on behalf of the European Union and its 27 member states.
We thank you for the opportunity to contribute to discussions on the Political Declaration ahead of the 2026 High-Level Meeting on Pandemic Prevention, Preparedness and Response (PPPR). At this critical juncture, we possess unprecedented tools yet face fragmentation that undermines our collective security.
We highlight three key priorities for the Political Declaration:
First, the Declaration should strengthen efforts toward a more effective, coordinated global architecture, while respecting national sovereignty and international rules. It must address gaps in global health security networks, ensuring regional and local actions complement—rather than duplicate—global systems. This requires enhanced cooperation among all stakeholders: UN agencies, global health initiatives, financial institutions, civil society, and the private sector, with the WHO as the coordinating authority. Each must operate within their mandates, in partnership, to avoid overlap and maximise impact.
Second, we must accelerate implementation of existing legal and financial frameworks. The Declaration should promote adherence to the International Health Regulations (IHR), including the 2024 amendments for states that have accepted them; drive progress on finalising the PABS annex—without prejudging outcomes—to enable the Pandemic Agreement’s signature and ratification. It should not contradict or undermine the amended IHRs and Pandemic Agreement provisions. Simultaneously, sustainable domestic resources for PPPR should support countries’ transition to health sovereignty, complemented by international resources through coordinated deployment of existing instruments. Innovative financing mechanisms could also be considered.
Third, accountability must underpin our efforts. We propose a global financial tracker for PPPR, developed with partners, to monitor spending and ensure transparency. Regular peer reviews and progress assessments will keep us on track. With limited resources, efficiency and trust are non-negotiable.
