EU Statement - Permanent Forum on Indigenous Issues: Emphasizing the voices of Indigenous youth

I have the honour to speak on behalf of the European Union and its Member States.
The right to self-determination is a fundamental principle of international law, firmly entrenched in article 1 of the International Covenants.
The United Nations Declaration on the Rights of Indigenous Peoples of 2007 was an important milestone for the specific context of Indigenous Peoples. In accordance with Article 4, Indigenous peoples, in exercising their right to self-determination, have the right to autonomy or self-government in matters relating to their internal and local affairs, as well as ways and means for financing their autonomous functions.
While Indigenous Peoples face many common global challenges and obstacles, the path towards autonomy or self-government may differ depending on the specific context.
On this path, the voices of Indigenous youth are essential – in their communities, in their interactions with States, and across the world. We wish to pay tribute to the courage of indigenous youth.
The European Union is a steadfast supporter of young people’s empowerment and meaningful participation in decision-making. With an investment of 2.3 M EUR, the Arctic Youth Dialogues initiative is an example of the EU’s commitment in this regard. Aligned with the EU's Arctic Policy and the Youth Action Plan in EU external relations, the project focuses on engaging Arctic and European youth, including indigenous youth, in critical policy and decision-making processes.
Indigenous youth stand at the frontline of some of the most pressing crises humanity faces today, such as the loss of biodiversity and climate change. At the same time, they lack avenues for full participation in political and public life, to address challenges such as loss of territories, livelihoods and resources, or to advocate for self-determination and defend Indigenous lands, languages and knowledge.
The EU today reaffirms our steadfast commitment to the full respect, protection and fulfilment of the rights of Indigenous Peoples everywhere – as set out in the UN Declaration on the Rights of Indigenous Peoples and international human rights law.
