UN Member States agree to establish a global mechanism to advance responsible state behaviour in cyberspace

11 July 2025, New York - Today, UN Member States agreed by consensus to establish a global mechanism to advance responsible state behaviour in cyberspace, building on the 2020 proposal by the EU and its Member States for a UN cyber Programme of Action (PoA).

Building on the consistent call from the EU for action to advance responsible state behaviour, this global mechanism will aim to strengthen the implementation by States of the UN framework of responsible state behaviour in cyberspace, and to build capacities of States to enhance security and stability in cyberspace.

Over the last five years, the EU has played a leading role in achieving consensus on a permanent UN mechanism, grounded in international law, human rights, and multilateralism. In its future work, the EU will continue to advocate for a global, open, free, stable, and secure cyberspace to safeguard our societies, strengthen resilience and security against cyber threats, ensure economic continuity amidst disruptions, and protect democratic values.
