What Future for International Cybercrime Cooperation?

Context

A new United Nations (UN) process focused on the negotiation of a possible new cybercrime convention, is unique as it represents the first time states are negotiating a binding framework for cyberspace. As such, it has the potential to dramatically change – for better or worse – how the internet operates. It is likely to touch on the role of states in regulating the online world, seek to enhance cross border cooperation, and challenge how human rights are implemented online. The Let’s Talk Cyber Initiative - established in 2020 by Australia, Canada, EU Cyber Direct, Global Partners Digital and Microsoft to promote multistakeholder engagement at the UN level - organizes on 2 March 2022 an in-person event to discuss critical issues that will shape the outcome of this new process.

Rationale

The main purpose of any law against cybercrime should be to protect targets and victims of cybercrime, offer effective remedies and an adequate set of human rights safeguards. What steps and solutions are needed in order to ensure that the proposed treaty provides that? During the event we also hope to identify opportunities for non-governmental stakeholders – industry, civil society, and academia - to provide input and support governments during the negotiations.

Due to ongoing epidemiological situation, in-person attendance is limited to one person per delegation. Participants are required to wear a mask that covers nose and mouth. We are also applying strict social distancing. The participants are also expected to be fully vaccinated or to present a very recent negative Covid-19 test prior to entering the premises.
