The EU Delegation to the United States tasked three professors to work on three different Model EU toolkits to help U.S. high-schools and universities run Model EU simulations in their classroom or on a larger scale. Those toolkits represent 3 different negotiation settings:
- Within the European Council (Heads of State or Government of EU Member States, President of the European Council, President of the European Commission)
- Within the Council of the European Union (Member State ministers and European Commissioners)
- Normal legislative procedure, with the European Parliament and the Council of the European Union, with the European Commission acting as honest broker
