We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the United States of America in Washington, DC works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the U.S. government in areas that are part of the EU’s remit.

We offer

We offer an interesting, challenging and very dynamic position of a Digital Transformation Policy Officer (Local Agent Group I) in the Trade Section. The section, comprising 14 people in total, is managed by the Head of the Trade and Agriculture section. One diplomat and two local agents are in charge of covering digital and technology policy. In this position, you would report to the Head of Section on tasks related to digital transformation, namely:

  • Monitoring and reporting on the United States digital transformation policy developments, including but not limited to Artificial Intelligence, semiconductors, online platform governance.
  • Contributing to requests for briefings, speeches and notes coming from the Ambassador and Deputy Chief of Mission, as well as headquarters.
  • Advising and supporting headquarters in defining the overall strategic approach to EU-US digital cooperation.
  • Supporting the preparations of visits of the European Commission Executive Vice-President, other Commissioners, and high-level officials from EU Institutions.
  • Liaising with stakeholders in the U.S. Congress, industry, civil society, think tanks and academia, the diplomatic missions of EU Member States in the US, and actors beyond the D.C. area, such as States lawmakers, involved in artificial intelligence, emerging tech and digital policies.
  • Assisting in the preparation of bilateral EU-U.S. policy dialogues and following up on the main conclusions linked to the promotion of EU policy frameworks, technologies, standards, industrial practices.
  • Assisting in the preparation of regular meetings of Member States Counsellors in charge of digital and tech.
  • Promoting the EU Digital Agenda objectives and identifying opportunities for the development of strategic cooperation with the US in digital matters; including visits to Brussels and relevant Member States.
  • Support to internal and external missions, ad hoc representations of the EU in relevant meetings or conferences.
  • Organising and giving presentations of EU digital policies and initiatives at conferences, seminars and workshops.
  • Supporting the European Commission’s DG CNECT, in particular the EU AI Office, in their supervisory work.
  • Closely coordinating within the EU Delegation, and the Delegation’s Office in San Francisco, contributing to and leading joint reporting inter alia on issues of AI policy.

The post involves occasional atypical working hours.

  • The basic salary range (excluding overtime) is not negotiable but determined by proof of relevant and verified employment experience, starting from $134K (3 years’ experience), $137K (6 years’ experience), $144K (10 years’ experience) etc.

This is a 2 Year Contract subject to renewal. There may be 2 renewals up to a maximum 7 years of successive fixed-term contracts. An indefinite contract may be offered after 7 years.

The anticipated start date is 1 November/1 December 2026.

Eligibility requirements

  • Minimum of a Bachelor’s/University Degree in social sciences (international relations or digital economy matters) or a similarly related field. A Master’s degree is an advantage;
  • Minimum of 3 year’s proven experience in policy monitoring, evaluation and briefing skills.

We look for a committed and energetic colleague with strong experience and proven track record as a Policy Adviser (minimum 3 years). You should have:

  • Strong writing and analytical skills, and the ability to write clearly and concisely;
  • Proven capacity to focus on priorities, to multi-task and to organise work to deliver on time in a structured manner, often within tight deadlines;
  • Outstanding capacity to work and feel at ease in a diverse team; high flexibility and capacity to work under pressure, efficiency and resourcefulness;
  • Solid knowledge and experience of EU's digital policies and the US digital transformation ecosystem and polices;
  • Excellent proficiency of English (written and spoken); a command of at least one other European language is considered an advantage;
  • Excellent computer skills (and knowledge of commonly used programs such as Microsoft office suite).
