We are
The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the Oriental Republic of Uruguay works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Uruguayan government in areas that are part of the EU’s remit.
We offer
We offer a post of Project Officer (Local Agent Group I) in the Cooperation Section under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. For internal candidates holding an indefinite-term contract, alternative contractual arrangements may apply in accordance with institutional policies.
The successful candidate will serve as technical and support staff under the supervision and responsibility of the Head of Cooperation. Following main tasks and duties are currently required:

Under the last phase (2026-2027) of the 2021-2027 Multiannual Indicative Programme, ensure the implementation of projects and their performance, monitor contractual obligations (via periodic reviews, audits, reporting and assistance, on site visits, etc.) and gather and handle external expertise.

Under the last phase (2026-2027) of the 2021-2027 Multiannual Indicative Programme, monitor and evaluate ongoing projects, attend management and monitoring meetings, elaborate progress reports on projects and propose action. Contribute to the recording of information in the institutional platforms.

In the preparatory phase (2027-2028) of the 2028-2034 budget, contribute to the new programming exercise in Uruguay, including programme identification.

Pursue deliverables under the Global Gateway Strategy digital transition linked to the EU LAC Digital Alliance Strategy until the next EU CELAC summit (2027).

Ensure the evaluation, contracting and implementation of the call for proposal from the human rights and civil society budget lines.

Revise the Civil Society Road with Uruguay, including broad consultation process with stakeholders and coordination with INTPA headquarters; structured dialogue with Civil Society Organizations in 2026 and 2027.

Ensure the implementation of the starting phase of the Team Europe Initiative on Inclusive Societies from 2026 to 2028.

Ensure the design, contracting and starting phase of the circular economy programme with the Congress Mayors in 2026 and 2027.

Co-organize the Erasmus Mundus event with EU Member States in 2026 and 2027.

In respect to these concrete activities:

Maintain good and effective collaboration with colleagues in the Delegation, the project implementers, national and sub national authorities and institutions, representatives of international donors and of civil society organizations.

Produce and disseminate the results of projects at workshops, seminars, conferences and other public events.

Extract and disseminate best practices and facilitate exchange of experiences.

Support policy dialogue with all relevant ministries, agencies, donors, and European companies and business associations and civil society organizations and other relevant stakeholders.

Draft speeches, speaking notes and briefings.

The post concerns a full-time position (37.5 hours per week) in Montevideo, including field missions.
The base salary will depend on relevant and verified employment experience, typically starting from UYU 279.242 before taxes. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be mid-October 2026.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- University degree in international development, management, law, economics/business administration, political science or other relevant fields.
- Previous experience (at least 5 years) in project cycle management (programming, implementation, monitoring) or work with international organizations. The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained.
- Has an excellent knowledge of Spanish (C2) and English (C1).
- Medically fit to perform the required duties.
- Enjoys civil rights and permits for employment under local law.
Assets/selection criteria (basis for awarding points to select the best applicant)
- Management of projects in the Uruguayan territories.
- Management, monitoring or supervision of projects involving or implemented by civil society organizations.
- Experience in sectors related to green transition, digital transition, local development.
- Previous experience with public-private partnership (including with academia).
- Knowledge of EU international cooperation programs, regulations and rules.
- Previous experience in strategic communication or public diplomacy and ability to work with social media.
- Knowledge of French.
- Proven team working capabilities.

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. The (at least 2, better 3) best candidates will be invited to the final interview.
Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will not supply additional information or discuss the selection procedure. During the selection process, please do not contact the members of the Selection Committee, but address your questions and comments to the Delegation’s Administration.
The successful candidate will be subject to a medical check, background check, etc.
