Vienna, 29 October 2026

EU Statement on the AOB raised by Montenegro:

On Berlin Process Leaders’ Summit, held in Montenegro

on October 22, 2026

  1. The European Union and its Member States would like to commend Montenegro for its Chairmanship of the Berlin Process and for hosting last week’s Leaders’ Summit in Miločer.

  2. The Berlin Process remains an important platform for strengthening regional cooperation and advancing the European integration of the Western Balkans, complementing the EU enlargement process.

  3. The EU sees the integration of the Western Balkans as important for European stability and security, while maintaining a merit-based accession process. We welcome Montenegro’s commitment to regional cooperation and its continued progress on the path towards EU membership.

  4. As underlined by the OSCE Secretary General during his remarks at the Summit, strong, resilient, democratic institutions, and public trust in building peaceful and stable societies, are of great importance in order to prevent new crises.

  5. We use this opportunity to restate our support for the mandates and activities of the OSCE field operations. The Missions’ support has also been accompanying progress relevant to the European Union path for the countries of the region. They remain important and impartial partners for institutions, civil society and media actors alike.

Albania, Bosnia and Herzegovina, Georgia, Iceland, Liechtenstein, Republic of Moldova, Montenegro, North Macedonia, Norway, Serbia, and Ukraine align themselves with this statement.
