EU Statement on Russia’s war of aggression against Ukraine

 

 

  1. In her statement in front of the European Parliament last week, High Representative Kaja Kallas clearly stated what we and other participating States also emphasised in this Forum, backed by credible independent reports. In line with the UN’s latest reports, she underlined that “July and August were the deadliest months for Ukrainian civilians since the start of the war,” and further highlighted that “With its army bogged down on the ground, Russia is killing civilians from the skies. If Russia’s original plan was to invade a sovereign country and take land that wasn’t theirs to take, today its goal is even more intolerable: The Russian military is now indiscriminately and blatantly targeting the Ukrainian people. [..] Russia is increasingly targeting the civilians. Civilians means homes, schools, hospitals, people, most of all people.” According to the UN Human Rights Monitoring Mission in Ukraine a least 372 civilians were killed in August in addition to the 448 civilians killed in July making these the deadliest months of 2026. Just a day after our opening meeting last week, media reported a continued ​barrage of attacks on Ukrainian cities, and Russia bombarded them with missiles and drones also the following day.

  2. Mr Chair, the EU and its Member States resolutely condemn Russia’s illegal, unprovoked and unjustifiable war of aggression against Ukraine, which constitutes a manifest violation of international law including the UN Charter as well as the OSCE’s core principles and commitments, and we reaffirm our strong commitment to ensuring full accountability for war crimes and the other most serious crimes committed in connection with Russia’s war of aggression against Ukraine.

  3. This war and the suffering it brings must end which is why, the EU and its Member States continue to call on Russia to stop its aggression and immediately, completely and unconditionally withdraw all of its forces and military equipment from the entire territory of Ukraine within its internationally recognised borders.

  4. We urge all countries to immediately cease any assistance to Russia in its war of aggression against Ukraine, whether direct or indirect, and notably through the provision of dual-use goods and components. In particular, we strongly condemn the deployment of the DPRK’s military forces in the war against Ukraine as well as the continued military support provided to Russia by Belarus, Iran and the DPRK, among others.

  5. We will continue our multi-faceted support to Ukraine and its people, including political, financial, economic, humanitarian, military and diplomatic support. Most recently, on Friday last week, EUR 3.3 billion were disbursed to Ukraine for defence procurement. As part of the EUR 90 billion Ukraine Support loan, this will cover drones and missiles and will help Ukraine defend its territory and skies against Russia's ongoing aggression. To date, nearly EUR 15 billion have already been paid to Ukraine under the Support Loan, covering both defence and broader support. 

  6. Mr Chair, we will continue to stand by Ukraine for as long as it takes.
