The overall objective or impact of the Action is to contribute to the creation of spaces which encourage and promote the right to freedom of artistic expression and promote the Vietnamese people’s right to take part in cultural life.

The specific objective or main outcome of the Action is to strengthen an inclusive, dynamic, and resilient ecosystem of CCHs in Vietnam. The Action proposes a virtuous circle of CCH development by working with stakeholders at all levels including CCH core management teams, artists, creative practitioners and the audiences of CCHs, and government administrators.

Result 1: CCHs have improved capacity in management, self-determination, and arts and creative skills, to work with artists/creative practitioners in creating and implementing inclusive cultural activities and training in the arts and creative skills for communities, in particular marginalised communities in urban and semi-rural contexts.

Result 2: Stronger government support and official recognition of the important role that CCHs play in safeguarding freedom of artistic expression and creativity in civil society.

Result 3: A formal, active network of CCHs across Vietnam that supports the development of emerging hubs through twinning and mentoring with established hubs, and through connection with the European Creative Hubs Network (ECHN).
