Energy Sector Policy Support Programme to enhance access to sustainable energy in rural area of Vietnam

The programme aims at supporting the Government of Viet Nam (GoV) to implement its targeted programme on electricity supply to rural, mountainous and island areas over the 2013 – 2020 period. It will contribute to the alleviation of poverty in Viet Nam and to sustainable and inclusive growth by promoting availability and quality electricity services in rural areas

The programme aims at supporting the Government of Viet Nam (GoV) to implement its targeted programme on electricity supply to rural, mountainous and island areas over the 2013 – 2020  period. It will contribute to the alleviation of poverty in Viet Nam and to sustainable and inclusive growth by promoting availability and quality electricity services in rural areas.

The programme meets the needs identified in the EU-Viet Nam Multi-annual Indicative Programme 2014-2020 and is in line with the country priorities as set out in the Viet Nam’s Socio-Economic Development Plan (2011-2020), the National Energy Development Strategy to 2020 and 2050, the Renewable Energy Development Strategy up to 2030 with an outlook to 2050 and the Paris Agreement on Climate Change. The programme is also in line with the seventh and thirteenth sustainable development goals which foresee ensuring access to affordable, reliable, sustainable and modern energy for all and urgent climate change action and its impacts. More specifically the proposed programme aims to:

1) Support the implementation of the targeted programme on electricity supply to rural, mountainous and island areas 2013-2020;

2) Enhance the governance of the energy sector to facilitate the shift to a more sustainable energy development path.

This programme will also contribute to put in place the regulatory framework needed to develop Viet Nam's commitment to reduce its energy-related green gas emission in the context of the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) in December 2015 (COP 21).
