• To enhance capacities of the MoPHP for effective response to the ongoing crisis with a view to facilitate the early recovery after the end of the conflict, focusing on inclusive access to health services for women and other most vulnerable groups 
• To support capacity development of female health workers and training of women to facilitate their employment in the health sector
