About the Ambassador

Ambassador Douglas Darius Carpenter officially presented his credentials to the President of the Democratic Republic of the Congo H.E. Félix-Antoine Tshisekedi Tshilombo on 10 September 2026. This is not his first African experience. From 2021 to 2024, he was in Bangui as Ambassador of the European Union to the Central African Republic (CAR) and to the Central African Economic and Monetary Community (CEMAC), and between 2004 and 2008 as Economic Advisor in Dar es Salaam (Tanzania). More recently, Mr Douglas Carpenter was Deputy Director, responsible for the Civilian Operations Directorate of the External Service of the European Union. A Belgian-British national, Ambassador Douglas Darius Carpenter holds a degree in Arts, Languages and English Literature from the University of Oxford.

I am very pleased to welcome you to the website of the Delegation of the European Union (EU) to the Democratic Republic of Congo (DRC). 

Many of you are certainly wondering about the place of our union of 27 Member States, the role it plays in the world and, more specifically, in the DRC and the Great Lakes region. This website, which is meant to be a toolbox, is here to answer your questions – about our policies, priorities and institutions. It provides a range of information on our partnership with the DRC and its citizens. 

A 2024 study shows that three quarters of Congolese surveyed want the EU to increase its level of engagement in the DRC. I draw from this that we have already built together a dynamic partnership of more than 60 years, the results of which have contributed to the lives of millions of Congolese in crucial social sectors such as health or education, but also in infrastructure. Building on this solid track record, the time has come to take this partnership to the next level. 

Through this website, we illustrate all these years of close ties between the DRC and the EU based on trust, solidarity, openness and mutual respect. We are strongly committed to continuing this partnership, alongside young people and all our partners, working towards an environment conducive to stability and sustainable peace, democracy, social justice and environmental protection. 

All these challenges require a strong European commitment in the Team Europe format, an inclusive dialogue with authorities, the private sector and civil society, and a concerted approach with international partners. 

Dear friends, this window between Congo and Europe is designed for you to share our common values and keep you informed of the various initiatives and commitments we are implementing as part of our partnership with the DRC. We are constantly improving it to meet your expectations.
