Changing strategic environment on agenda at meeting of EU Military Chiefs

The recent EUMC meeting took place against a background of significant changes in the geopolitical context and strategic outlook

The EU Military Committee (EUMC) met at the Chiefs of Defence (CHODs) level on 15 May 2025 in Brussels. Chaired by General Robert Brieger, the Chiefs of Defence from EU Member States used the opportunity to discuss the current geopolitical situation and the future of European Defence.

Shifting landscape

The EUMC meeting at CHODs level a twice-annual event. Even since the last meeting in October 2024 in Budapest, Hungary, the geopolitical landscape has shifted considerably. This meeting aimed to address these changes and plan the way forward.

The presence of High Representative and Vice President Kaja Kallas and Commissioner for Defence and Space Andrius Kubilius who delivered keynote speeches underlined the importance of military advice to EU leadership during these challenging times.

Agenda and Discussions

The one-day meeting focused on several key areas:

  • EU Common Security and Defence Policy: The CHODs discussed activities within this framework, considering recent strategic developments globally and within Europe.
  • White Paper for European Defence – Readiness 2030: This document outlines the EU's defence strategy for the coming years. The CHODs expressed full support and discussed how the EUMC will contribute to its implementation, focusing on military capability requirements and strategic considerations.
  • Russian Aggression Against Ukraine: The ongoing conflict in Ukraine remains a priority. The EU is committed to supporting Ukraine, and discussions included cooperation with the Coalition of the Willing and enhancing the EUMAM UA mandate to support the Ukrainian Armed Forces. The United Kingdom and Norway participated in these discussions.
  • Maritime Security: Ensuring freedom of movement and a secure environment on international waters is crucial for economic and trade activities. The EU plays a key role in maritime security in the North-Western Indian Ocean, protecting sea routes and trading vessels from terrorist and pirate attacks. The naval operations ATALANTA and ASPIDES have been successful in addressing these threats. The CHODs reviewed military analysis of these operations.

Outcomes and Guidance

The outcomes of the CHODs meeting provide a solid foundation for future planning and formulating military advice for EU political leadership. This guidance contributes to strategic decision-making processes.

After the meeting, General Robert Brieger held a press conference to share the discussed agenda points and the conclusions reached by the EUMC.

General Robert Brieger's term as Chairman of the EU Military Committee concludes this May after three years. His leadership from 2022 to 2025 has been transformative for the EU's approach to security and defence. The EUMC has played a crucial role in shaping the Union's military preparedness and responses.

Future Strategic Steps

As the EU navigates a multipolar world marked by instability and unpredictability, the strategic vision and military expertise of the EUMC remain essential for ensuring peace, security, and the protection of European values and interests. Despite significant progress, further strategic steps are necessary.

Conclusion

The EU Military Committee meeting at CHODs level is a pivotal event in shaping European Defence. The discussions and outcomes from this meeting will guide the EU's military strategy and support its political leadership in making informed decisions. As the geopolitical landscape continues to evolve, the EUMC's role in providing military advice and ensuring preparedness is more important than ever.
