We are:

The European External Action Service (EEAS), which supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Civilian Planning and Conduct Capability (CPCC) is the permanent structure supporting the Civilian Operations Commander. The Civilian Operations Commander is the overall commander at the strategic level of currently 11 civilian CSDP crisis management missions and provides strategic guidance and direction to the Heads of Mission. The Civilian Operations Commander reports directly to the High Representative for Foreign Affairs and Security Policy and through him to the Council of the EU. Under the political control and strategic direction of the Political and Security Committee and the overall authority of the High Representative, the Civilian Operations Commander ensures the effective planning and conduct of civilian CSDP crisis management operations, as well as the proper implementation of all mission-related tasks.

The Missions Operational Support Division (CPCC.4) is responsible for the digitalisation of the support functions in the CSDP Civilian Missions. The Division manages the delivery of software services and equipment to the 11 civilian CSDP Missions, ensuring that all the experts deployed abroad have the necessary equipment and tools to fulfil their mandate.

 

We propose:

The position of ERP Logistics officer - contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

 

We look for:

An ERP logistics officer to support the developments of a portal within the Mission Support Platform in CPCC.4. The person to be recruited will work under the supervision of the Head of the Logistic sector in the Missions Operational Support Division within the CPCC.

S/he is expected to perform the following tasks:

  • Assist in the planning, analysis, design, program and implementation all aspects of warehouse and Supply Chain Management of Civilian CSDP Missions (Missions);
  • Cooperate and coordinate with other members of the Mission Support Division as well as with the other Divisions in CPCC (and, as appropriate, with other relevant actors such as the Security Service);
  • Develop, prepare, coordinate and monitor overall Supply Chain Management and Warehouse plans including forecasting, supply schedules, priorities or requirements, and resolution of urgent operational needs;
  • Be instrumental in the centralisation of Mission Supply Chains and warehouse functions;
  • Assist in the development of policies and procedures for Mission Support in the field;
  • Identify the needs of equipment and/or services specifically required for this area of responsibility and technically define the appropriate requirements of the means required to cover these need, in particular in all issues related to equipment management and associated services in the Missions;
  • Contribute to the relevant work aimed at the definition of standard equipment for the Missions;
  • Contribute to the relevant work aimed at the definition of technical specifications and terms of reference for the launching of Framework Contracts and other means of acquisition;
  • Monitor and co-ordinate all multifunctional logistical requirements of the Missions;
  • Ensure the implementation and subsequent follow-up of a comprehensive centralised ERP for a warehousing and equipment management tool across the Missions;
  • Develop an inventory and rotation of assets policy for the Missions;
  • Act as the liaison between the Missions, relevant EEAS Services and CPCC logistical matters;
  • Advise the management and mission personnel on logistical and warehouse issues, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the overall fleet strategy;
  • Participate in Technical Assessment Missions, Technical Survey Missions etc.;
  • Organise and chair logistics planning meetings;
  • Assist in preparing inventory reports, as appropriate;
  • Be responsible for the production of reports concerning CSDP equipment and supply chain issues, proposing/recommending changes and improvements, ensuring accuracy and comprehensive policies and guidelines to the logistics aspects;
  • Manage, as appropriate, rapid deployment stocks/start-up kits;
  • Liaise and coordinate as appropriate with the relevant counterparts, including other Institutions.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS).1

The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

 

Eligibility criteria:

Candidates for this contract agent IV post should:

  • (i) have passed a valid EPSO CAST in FG IV ; or - (ii) be registered in the EPSO Permanent CAST in FG IV https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=All&institution=101&location=All
  • have completed university studies of at least three years attested by a diploma in Information and Technology field;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.
  • Be a national of one of the Member States of the European Union and enjoy full rights as a citizen

 

SELECTION CRITERIA:

Candidates should have:

  • A minimum of 5 years of professional experience in logistics and functional analysis of complex/large scale database systems and software applications;
  • Proven experience in the software development lifecycle, from requirements definition, development, testing until implementation;
  • Sound knowledge and experience of project management;
  • Experience in requirements elicitation, design of surveys, documenting requirements;
  • Experience in analysis and in the translation of business requirements into technical specifications;
  • Work experience in drafting functional and non-functional requirements;
  • A strong focus on reporting on deadlines and meeting them;
  • The ability and will to truly understand business, and to act as a bridge between the business units and ICT team.

Other Requirements/Skills:

  • Capacity to work under tight deadlines, individually and as part of a mixed team with different background in a challenging environment;
  • Experience on Human Resources processes would be considered and asset;
  • Solid large scale project management and implementation skills would be an asset;
  • Proficient with Microsoft Office Suite or related software.
  • Good skills in configuration and change management process.

 

SPECIFIC CONDITIONS OF EMPLOYMENT:

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidates will be required to undergo security vetting if they do not already hold a personal security clearance to an appropriate level (EU RESTRICTED), in accordance with the relevant security provisions.
