The European Union Election Observation Mission will deploy 120 observers for the general elections on 30 November
In response to an invitation from the Government of the Republic of Honduras and the National Electoral Council (CNE), the European Union has deployed an Election Observation Mission (EU EOM) for the general elections on 30 November 2025. The Mission arrived in Honduras on 11 October and will remain in the country until the end of the electoral process.
The EU EOM’s mandate is to conduct a comprehensive observation of all aspects of the electoral process in accordance with international and regional treaties on democratic elections signed by Honduras, as well as the country’s own legal framework. “The European Union’s methodology is based on long-term observation and the principles of impartiality, transparency, independence and non-interference in the process, which clearly set the guidelines for our work,” said the chief of the Mission, MEP Francisco Assis, at a press conference in Tegucigalpa this afternoon.
“Our Mission is independent of both the institutions of the European Union and its Member States,” Mr Assis continued. The EU EOM will not comment on the results of the elections but will assess the entire electoral process from a technical point of view, i.e. how all the electoral stages were conducted and the confidence they generated among the electorate. “Tomorrow we will deploy 32 long-term observers in the departments of Honduras,” explained the chief of the EU EOM. “Our observers will meet with electoral authorities at the departmental and municipal levels, as well as with representatives of political parties, candidates and members of civil society involved in the electoral process, and will send us regular reports on their work,” he added.
All EU election observers strictly adhere to a code of conduct that guarantees their neutrality and impartiality.
On election day, the Mission will comprise around 120 observers from European Union member countries, as well as Norway and Canada, who will monitor the voting, the counting of votes and the transmission of results.
Two days after election day, the Mission will issue a preliminary statement with its initial conclusions at a press conference in Tegucigalpa and will continue to observe the post-election context. A final report with all the technical details will also be presented in Honduras, including recommendations for improving future electoral processes.
