"Only a few days ago, the EOM was informed of lack of guarantees regarding access to polling precincts during voting hours. This development was very unexpected and mutilated our observation of an essential phase of the elections that this EOM was mandated to observe" Chief Observer Marta Temido said during a Press Conference in Manila.

"This unexpected development prevented our observers to conduct a meaningful observation of voting procedures on election day" she added.
