The European Union Election Observation Mission has as its Chief Observer, the Member of the European Parliament Isabel Santos. In total, the EU EOM is comprised of 100 observers from at least 22 member states of the EU, Norway and Switzerland.
A Core Team of ten analysts arrived in Caracas on the 14th of October. The Core Team assesses all the stages of the electoral process, whether they are electoral, political or legal in nature. They count with the support of a team of experts in logistics and security.
On the 28th of October, 46 long-term observers were deployed throughout Venezuela. They will be present in 22 of the 23 states of the country in order to follow the electoral process and report to the Core Team from their different areas of responsibility.
On the 18th of November, another 34 short-term observers will be deployed throughout Venezuela. These will be met by an additional group of observers recruited among the diplomatic missions of EU member states accredited in Venezuela. They will observe the voting process on election day, the vote count and the announcement of results.
What is the EU EOM mandate?
The mandate of the EU EOM is to observe all aspects of the electoral process and assess to what degree the election meets international and regional commitments, as well, as national legislation. The EU EOM is in Venezuela in response to an invitation by the electoral authority (National Electoral Council) of the Bolivarian Republic of Venezuela.
The EU EOM´s work and conclusions are completely independent of the EU Delegation in Venezuela; the EU member states and other EU institutions.
The EU EOM will observe:
- The legal framework and its application.
- The work of the National Electoral Council.
- All activities regarding the electoral campaign.
- The role of State institutions and civil society.
- The media coverage.
- The voting, the vote count and the results.
- The context in which the elections take place.
- The process of complaints and appeals.
