Strengthening Detention Oversight to Protect Rights and Reinforce Security in the Central African Republic

What happens inside detention facilities matters—not only for those deprived of their liberty, but for society as a whole. The treatment of detainees reflects the strength of the rule of law, the professionalism of security institutions, and the credibility of the state itself.

On 1 and2 July 2026, EUAM RCA, in partnership with the National Commission for Human Rights and Fundamental Freedoms (CNDHLF) and the Francophone Association of National Human Rights Commissions (AFCNDH), organised on specialised workshop on how to visit places of deprivation of liberty and how to deal with torture crimes.

Led by the Mission’s Human Rights Adviser, the workshop was opened by the Head of Mission, underlining EUAM RCA’s strong commitment to human rights and accountable security governance in the Central African Republic.

Bringing together members and staff of the CNDHLF and civil society representatives, the workshop strengthened capacities in detention monitoring, effective investigation, and evidence-based reporting in line with international standards.

Effective oversight of detention facilities helps prevent torture and ill-treatment, protects detainees’ fundamental rights, and promotes greater accountability within police, gendarmerie, and prison institutions. In turn, this strengthens public trust—an essential foundation for lasting stability and security.

For EUAM RCA, security and human rights are not competing objectives. Sustainable security depends on institutions that are both effective and accountable. By supporting stronger oversight mechanisms and rights-based security governance, the Mission contributes to a safer and more stable Central African Republic.
