Border Management: Libyan Authorities on a study visit to Spain strengthen interagency cooperation and best practices

A delegation of Libyan authorities, facilitated by EUBAM Libya, completed a five-day study visit to Madrid and Ávila in November 2025. Experts from the Libyan Ministries of Defence and Interior, as well as from the Ministry of Foreign Affairs, engaged with counterparts at the Spanish National Police and the General Directorate for Migration and Borders. The visit was hosted by the Spanish National Police in close partnership with the Spanish Embassy in Libya

Intra-agency cooperation and interagency coordination as cornerstones of effective border management

The visit was designed to provide direct insights into the Spanish integrated border management model — a comprehensive system based on strong interagency coordination, robust migration management, and effective international cooperation. Spanish practices and structures serve as an important reference point for Libyan authorities seeking to reinforce their border governance in line with international standards.

Over the course of the visit, participants exchanged views among others with the General Directorate for Migration and Borders and the Spanish National Police School in Ávila. Discussions focused on operational procedures, information-sharing mechanisms, human rights compliance, and security responses to cross-border challenges such as irregular migration, organised crime, and smuggling networks. Spanish police experts shared their assessment of the trafficking in human beings, which is a common concern on both sides of the Mediterranean.

The study visit enabled participants to strengthen working relationships and reinforce their operational coordination. It also offered an opportunity to deepen practical cooperation with European partners and promote harmonised approaches to integrated border management.

 Libyan and Spanish officials share experiences

Through targeted exposure to operational environments, institutional frameworks, and best practices, Libyan participants gained valuable knowledge that will inform future efforts within Libya’s border management system. The mission also reinforced EUBAM Libya’s role as a facilitator of interagency cooperation and as a bridge between Libyan authorities and international partners.
