Countering smuggling of irregular migrants: EUBAM and Libyan Criminal investigators organise training on the investigation of cross-border crime

Transnational organized crime harms us all. To counter crime networks that smuggle humans, the Libyan Criminal Investigation Directorate (CID) and the European Union Integrated Border Management Assistance Mission in Libya (EUBAM Libya) organised jointly training on countering cross-border crime effectively while upholding the rule of law and human rights standards.

Delivered at the CID Training Institute in Tripoli, the initiative directly empowered Libyan law enforcement to combat cross-border crime, dedicated full time to investigate migrant smuggling, trafficking of human beings, managed by organized criminal groups linked with networked  OCGs operating within  migrants and victims origin countries and within the destination countries.

The training united around 35 selected CID specialists representing several units from Benghazi, Sabha, Tobruk and Tripoli, ensuring a unified approach to border security.

A cornerstone of the five-day curriculum was equipping investigators with the skills to look beyond domestic borders. Participants gained comprehensive knowledge of International Police Cooperation tools and instruments.

"The collaboration between the Criminal Investigation Directorate and EUBAM Libya is going forward with remarkable progress, we have received multiple excellent training courses that were very helpful for the CID members in terms of developing security work and intercepting crime especially illegal migration. We will continue this cooperation in this framework with the same quality and precision." Major General Mahmoud Ashour, Head of Libyan Criminal Investigation Directorate

” This training forms part of a broader partnership between EUBAM Libya and the CID. We anticipate continuing our collaboration in the forthcoming months through additional specialised training initiatives—including in Open-Source Intelligence and digital investigations—to further enhance Libya’s capacity to address organised crime and human trafficking. “ Frederik Petersen, Head of EUBAM Libya

EUBAM experts and the Head of CID hosted the police attachés/ liaison officers from Spain, Italy, and the UK. The attachés shared their expertise with the Libyan participants, addressed their questions, and discussed common concerns in the field.
