We are

The European Union Integrated Border Management Assistance Mission in Libya (EUBAM Libya), is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU's comprehensive approach towards crisis management, drawing on civilian experts as well as experts from the police and other areas.

EUBAM Libya was established on 22 May 2013 by the Council of the European Union in response to a request from the Libyan Government to the EU to support the Libyan authorities in improving and developing the security of the country’s land, sea and air borders. As a civilian crisis management mission with a capacity-building mandate, EUBAM Libya assists the Libyan authorities at strategic and operational level. Its mandate is carried out through supporting relevant Libyan counterparts in border management and fight against border crime and terrorism.

EUBAM Libya Headquarters is currently located in Tripoli.

The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325.

  1. Reporting Line:

The Human Resources Assistant reports to the Head of Human Resources Section.

2. Main Tasks and Responsibilities

  • To provide assistance on general Human Resources (HR) queries and follow up actions, to ensure consistent and high-quality services are delivered to clients;

  • To support the preparation and launch of Calls for Applications as well as the selection process for local staff, including managing applications and vacancies;

  • To communicate and coordinate with candidates, including queries before or after applying, notifications of selection, interviews, etc.;

  • To assist in the grading of local contracted personnel for the purpose of determining their remuneration as per the catalogue of positions and applicable procedures;

  • To provide administrative support in various areas of HR work including deployment, redeployment, management of employment contracts, etc., in compliance with relevant processes and procedures;

  • To assist and support staff on personnel administration related matters, including application of HR policies and procedures; 

  • To administer the attendance, leave record, reimbursement of duty trips, temporary redeployment, home travel reimbursement, monthly payroll and other relevant entitlements;

  • To maintain and updated personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards;

  • To observe the requirement for strict confidentiality, privacy and meticulous maintenance of sensitive data and information, both written and electronic, in accordance with data protection guidelines;

  • To undertake any other related task as requested by the line manager(s).

4. Essential Qualifications and Experience  

  • Successful completion of Secondary school attested by a diploma; and
  • A minimum of three (3) years of relevant professional experience in a relevant field of work, after having fulfilled the educational requirements.

  • Proficiency in oral and written English.  

  • Native Arabic speaker with excellent proficiency in oral and written English (C1/C2 CEFR level).

  1. Reporting Line: 

The national Political Adviser reports to the Political Adviser/Press and Public Information Officer (PPIO). 

 

 2.Main Tasks and Responsibilities: 

  • To follow political developments in the region;
    • To provide analysis and political advice to the Head of Mission and Mission management related to the possible impact on the Mission mandate implementation;
    • To ensure the Head of Mission and senior Mission management are regularly updated on political developments;
    • To contribute to the analysis and advice on policy matters pertaining to the Mission mandate implementation;
    • To draft Mission reports and prepare briefings, notes and meeting records; 
    • To advise the Head of Mission and senior Mission management on the political impact of ongoing reforms related to the Mandate implementation; 
    • To conduct briefings for Mission members and other individuals and groups;
    • To contribute to the political aspects of press and public information activities, including to assist in clearance of draft press releases, public statements and articles;
    • To act as alternate Mission spokesperson as required; 
    • To be the point of contact on issues related to the protection of cultural heritage as required.

  2. Essential Qualifications and Experience: 
    • Successful completion of university studies of at least 3 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualifications Framework OR a qualification of the first cycle under the framework of qualifications of the European Higher Education Area, e.g. bachelor’s degree. The qualification should be in any of the domains of Political studies, International Relations, Public Policy, Diplomacy, Security studies or other related field; AND  
    • A minimum of 6 years of relevant professional experience, after having fulfilled the education requirements. 

 

  1. Essential Knowledge, Skills and Abilities:    
    • Drafting and presentation skills.
    • Political sensitivity, with the ability to exercise discretion, judgement and confidentiality.
    • Proficiency in oral and written English.

1. Reporting Line: 

    The National Finance Officer will report to the Head of Finance Unit or his/her replacement.   

2. Main Tasks and Responsibilities:  
  • To support the Finance Department to ensure timely, accurate preparation and processing of financial transactions, and providing the best financial support and practices in pursuance of the EUBAM Libya mandate;
    • To assist in monitoring the implementation of budget and to ensure that expenditure remains within the authorized levels;
    • To verify the legality and regularity of transactions prior to authorising financial transactions; 
    • To manage the accounts, payments, treasury, claims and other financial functions;
    • To assist in drafting the monthly, quarterly, interim and final financial reports;
    • To prepare the recovery authorizations and monitor their collection;
    • To support Finance Officer in preparing the International and National Staff payroll;
    • To record transactions in the Mission ERP and update the accounting systems accurately and in a timely manner; 
    • To reconcile the asset management records with the financial records;
    • To monitor the project’s budget consumption;
    • To ensure that project expenditures are adequately tracked according to the agreed project budgets;
    • Updating the internal systems with the relevant data;
    • To manage the petty cash, including disbursements and timely clearances;
    • To reconcile bank accounts and petty cash balances, ensuring correct application of exchange rates; 
    • To follow up audit findings and ensure the effectiveness of internal control;
    • To maintain and to develop internal control mechanics for tracking for duty trips etc.;
    • To archive all financial documents in line with the EU Regulations.

  1. Essentials Qualifications and Experiences 
    • Successful completion of a full course of University studies attested by a degree (bachelor’s Level) OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualifications Framework in Accounting, Finance or in a related field;
    • A minimum of six (6) years of proven and documented professional experience in finance, accounting, budgeting, financial reporting, financial analysis, auditing, taxation, and the provision of financial advice. 
  2. Essentials Knowledge, Skills and Abilities 
  • Good knowledge of written and spoken English and Arabic; 
  • Solid knowledge of financial regulations and accounting procedures;
  • Experience using financial software/ERP systems;
  • Very good communication skills, tact in all dealings; 
  • Proficiency in Microsoft Word, PowerPoint, Excel, Outlook, Internet and ERP; 
  • Excellent analytical and numerical skills;

  1. Reporting Line: 

The Administrative/Visa Officer will report to the Head of Mission Support/or his/her replacement and works under the functional supervision of the Logistics Officer. 

 

2. Main Tasks and Responsibilities 

  • To assist in liaising with the Libyan authorities, particularly with the Ministry of Foreign Affairs and for the resolution of any visa or authorisation related matters;

  • To maintain accurate records of document workflows and ensure timely updating of the Mission’s visa tracking system;

  • To plan, organise and book flight tickets through alternative locally available booking systems;

  • To support and coordinate Mission’s activities and relations for with freight forwarding service providers, including movement scheduling, customs brokerage, monitoring and control services, cost optimization, and related activities; 

  • To assist in the management, distribution and reallocation of all logistical resources, such as office equipment, furniture, stationary, and other supplies; 

  • To assist in the organisation and support of the accommodation of international staff, ensuring that all related matters (e.g. bookings, cleaning, equipment failures, repairs needed, etc.) are followed up and addressed the relevant managers; 

  • To assist in maintaining a comprehensive inventory management database of expendable and non-expendable items, including the timely and accurate update of the inventory records;

  • To support market surveys for the procurement of supplies or provision of local services and to assist in local purchases of goods and services; 

  • To provide technical assistance in the operation and the maintenance of the vehicle fleet and other transport related equipment; 

  • To support Mission operations as a driver whenever required; 

  • To support and facilitate staff travels by providing assistance at the airport and liaising with the relevant airport authorities.

The qualification should be in any of the fields of Transport, Logistics, Engineering, Administration or other related fields; 

  • A minimum of four (4) years of relevant professional experience, in the field of Logistics, Transport, Supply Chain, Administration, or any other related fields, after having fulfilled the education requirements;

  • Driving licence Category C.

     

5. Essential Knowledge, Skills and Abilities  

  • Native Arabic speaker. 

  • Proficiency in oral and written English. 

  • Good computer literacy (web, Microsoft Office) including Data Base Management. 

 

6. Desirable Qualifications and Experience  

  • Additional studies/certified professional training in Logistics, Asset Management, Transport, Mechanics or related area.  

  • Experience in shipping, freight forwarding and/or general transport. 

  • Working experience in a multi-national and international environment or organisations.

  • Knowledge of procedures of Libyan Customs for import and export of goods.
