European multiagency training and mentoring to strengthen Libyan Integrated Border Management (IBM)
From advanced training in document security to real-time checks at the port, an initiative organised and funded by EUBAM Libya has shown that specialist expertise and inter-agency cooperation can significantly strengthen integrated border management.
EUBAM facilitated training and practical mentoring for Libyan border experts in Cesena and Ancona on advanced document-security training within an Integrated Border Management (IBM) framework. The initiative was supported on the ground by the Italian State Police and the Italian Customs and Monopolies Agency (ADM).
Bringing different border authorities together
The Libyan delegation comprised officers from the Ministry of Interior, the Ministry of Defence, the Libyan Customs Authority, and the Ministry of Foreign Affairs, reflecting the multi-agency nature of border management.
The initiative’s core was advanced document-security training at the Italian State Police Academy (CAPS) in Cesena, covering document production and security features, electronic documents, biometrics, and the identification of fraudulent and manipulated documents. Practical exercises strengthened participants’ technical and frontline detection skills.
From specialist training to practical border controls
The knowledge acquired at the Italian Police State Academy was then put into practice at Ancona International Port, where participants observed the Italian Maritime Border Police and the Italian Customs Agency (ADM) during live controls of non-EU ferry arrivals. These included document and identity checks and database interoperability by the Border Police, as well as currency checks and risk-based inspections, including scanner use, by the Customs Agency.

Seeing Integrated Border Management in action
The activity provided a concrete demonstration of IBM in action. Overall, the initiative combined specialised training, practical application and inter-agency cooperation, demonstrating how document verification, information-sharing and risk-based controls can complement one another within an integrated border-management system. For the EU, strengthening these capabilities with Libyan partners supports closer, more effective cooperation among the authorities involved.
EUBAM Libya: supporting stronger border management
Established in 2013, the EU Border Assistance Mission in Libya (EUBAM Libya) is a civilian, non-executive EU mission that supports Libyan authorities through technical advice, specialised training and the exchange of expertise. Its work focuses on strengthening integrated border management and cooperation among the Libyan authorities involved in border security.
