Libyan Forensic Experts Strengthen Collaboration with Czech Republic through a visit to the Criminalistic Institute of the Czech Police, Prague

EUBAM Libya supports cross-border cooperation and forensic capacity development through a study visit to Prague.

Prague, Czech Republic – Three Libyan forensic experts recently completed a visit to the Criminalistic Institute of the Police of the Czech Republic, marking a new step in Libya’s forensic advancement and international cooperation. The activity focused on crime scene investigation, fingerprinting (dactyloscopy), mechanoscopy, and digital forensics.

Held from 28 September to 1 October, the visit formed part of EUBAM Libya’s series of specialised training and workshops on forensic laboratory development, provided to the Libyan Ministry of Interior’s Criminal Investigation Directorate (CID). It offered participants a comprehensive overview of forensic laboratory techniques applied across EU Member States, including digital evidence analysis and evidence comparison.

Study visit - Prague

Representatives from the Libyan Ministry of Foreign Affairs and EUBAM Libya also attended the visit, underlining the importance of institutional collaboration in supporting Libya’s forensic development efforts. This visit was made possible through a collaborative agreement between the Criminalistic Institute of the Czech Police and EUBAM Libya. The visit reflects EUBAM Libya’s continued commitment to strengthening the forensic capabilities of the CID, specifically the forensic laboratories in Tripoli, Benghazi, Sabha, and the newly established laboratory in Misrata. The knowledge gained will contribute to improving evidence collection, analysis, and presentation in criminal proceedings.

Dr. Salem Omar, Assistant Director of the Department of Laboratories and Forensic Evidence at the CID, expressed his appreciation for the visit:

“We were very pleased to visit the Criminalistic Institute of Police of the Czech Republic in Prague, where we exchanged technical knowledge and witnessed the openness and professionalism of the Czech experts. Their willingness to share expertise without restrictions demonstrates a common goal to advance technical work in combating crime through science. We also extend our appreciation to EUBAM Libya for it´s continued support and coordination in making this exchange possible.”

This initiative, part of EUBAM Libya’s broader support to the Libyan Ministry of Interior, reflects the European Union’s commitment to strengthening rule of law institutions and promoting international cooperation against transnational crime.
