Training Strengthens Human Rights at Libya’s Borders
TRIPOLI - EUBAM Libya and IOM Libya have completed a four-day training course aimed at helping Libyan border and law-enforcement officers better protect human rights while carrying out their duties.
Held at the Libyan Women Police Training Center, the course focused on how international humanitarian and human rights principles apply in everyday border work, especially when dealing with travellers, migrants, and people in transit across Libya’s vast and often challenging territory.

Fifteen officers from several institutions took part, including the Women Police Training Center, the General Administration of Coastal Security, the Border Guard Agency, and the Passport and Immigration Authority. Participants discussed real-life situations they face at land, sea, and air borders, and how to respond in a way that is both lawful and humane.
“Through this training, human rights at the borders became much clearer to me, especially how we should treat travellers and migrants with dignity and respect,” said Hanan Ajaj from the Border Guard Agency. “The trainers’ professionalism and practical approach helped me better understand how to apply these principles in my daily work.”
The sessions also explored how different services can work together more effectively, particularly in emergency and crisis situations, to ensure that security measures go hand in hand with the protection of vulnerable people.
“This programme is about making border management not only efficient, but also human rights centred,” said Alessio Zuccarini, Head of Operations at EUBAM Libya. “It reflects our shared commitment to supporting Libyan institutions in building professional services that respect international standards and human dignity.”
The training marks another step in strengthening cooperation between Libyan authorities. Through continued support and knowledge-sharing, EUBAM remains committed to helping Libya develop border services that are effective, transparent, and firmly grounded in respect for human rights.
