EUCAP Somalia participates in Country Humanitarian Forum

EUCAP Somalia’s Environmental Adviser recently participated in the Country Humanitarian Forum, held in Mogadishu. 

This event was convened by the Somali Disaster Management Agency, and brought together government representatives, UN agencies, donors, NGOs, and private sector stakeholders to advance Somalia’s transition from reactive humanitarian response to proactive disaster risk management.

The forum was chaired by Somalia’s Deputy Prime Minister, H.E. Salah Ahmed Jama, and focused on the theme: ‘From Response to Prevention: Advancing Proactive DRM and Drought Resilience in Somali’. Discussions emphasized the implementation of the Revised National Disaster Management Policy 2026–2030, which promotes a whole-of-government approach, anticipatory action, and strengthened partnerships across sectors. 

Key presentations highlighted the central role of water security in drought resilience, alongside sectoral priorities in agriculture and livelihood protection. Stakeholders underscored the need for better alignment between humanitarian, development, and climate actors, as well as predictable and flexible financing to support long-term resilience investments. 

The forum marked a clear commitment by the Government of Somalia and its partners to transition toward risk-informed, system-based, and investment-driven solutions, with water sector resilience at the core of sustainable development and drought mitigation. 

EUCAP Somalia remains actively engaged in continually evaluating and mitigating environmental implications in the execution of its Mandate, in line with international standards, and tailored to the area of operation.
