PMPF Officers Graduate as Maritime Instructors
From 16–19 February and 22–25 February 2026, EUCAP Field Office Puntland (FOPL) completed a two-phase Training-of-Trainers (ToT) program for the Puntland Maritime Police Force. This initiative is a cornerstone of efforts to build a sustainable, self-reliant maritime security framework in the region.
Participants focused on key instructional competencies, including the fundamentals of adult learning, training design and delivery methods, classroom management and professional presentation techniques. The programme also emphasized practical application through the planning and delivery of a theoretical and practical Tabletop Exercise (TTX).
On 24 February, the Participants were tasked with preparing and delivering a chart-work session to eighteen (18) Maritime Domain Awareness trainees. Over three days, they received mentoring and guidance from our Advisers to plan, coordinate, and conduct the training. The exercise allowed participants to apply newly acquired instructional skills, while structured feedback further strengthened their teaching and facilitation techniques.
By establishing this cadre of qualified national instructors, the PMPF is now better positioned for operational ownership. This transition ensures that the professionalism and effectiveness of Puntland’s maritime institutions are sustained from within.
