The new Head of Mission, Mr. Kęstutis Lančinskas, arrived in Mogadishu.
"I am immensely pleased to assume the responsibilities of this Mission, and I eagerly anticipate commencing my duties. One of my initial tasks will be to acquaint myself with the individuals involved, including both mission members and local stakeholders," he stated.

The Maritime Criminal Investigation course for officers from Puntland State Police (PSP) Criminal Investigation Department (CID) and the Puntland Maritime Police Force (PMPF) has progressed to its fourth module. This module focused particularly on enhancing the participants’ capabilities in interrogation techniques, forensics, medical first responder training, and inter-agency cooperation.

EUCAP Somalia trained operators for the first Somali Maritime Rescue Coordination Center (MRCC). The operators received training in communications, coordination of actions in maritime accidents, and search and rescue operations.
Once fully functional, the Mogadishu Port-based MRCC will enhance maritime security capabilities by improving the coordination of search and rescue operations. In addition to training the operating staff, the Mission has funded and facilitated the construction of the Center, including the necessary equipment.
The European External Action Service's Civilian Operations Commander, Mr. Stefano Tomat, paid a visit to EUCAP Somalia. The week-long working visit included meetings with several Somali and international high-ranking officials. He also met with the EU Delegation to Somalia and the EU Training Mission in Somalia. The Civilian Operations Commander also visited EUCAP Somalia’s Field Offices in Bossaso and Hargeisa.

EUCAP Somalia’s Field Office in Puntland has launched a new initiative to strengthen the technical capabilities of the PMPF. This training program covers both practical and theoretical aspects of engine boat maintenance, ensuring the PMPF is well-equipped for maritime security operations.
The three-week-long Training of Trainers course for 24 Federal Darwish officers has been completed. Since the participants were already experienced in their fields of expertise, the course focused on enhancing their instructional and planning competencies. These officers will serve as the backbone of the training once the Federal Darwish training program is fully launched. EUCAP is committed to developing the Federal Darwish, a robust police force intended to play a crucial role in Somalia’s security architecture.

Command, control, and communication training carried out by EUCAP Police Unit prepared participants to work in the Operational Command Centre at Banadir Police HQ in Mogadishu. The Centre will support the Banadir Police in overall operational planning. C3 training is about building a proper system and organisation, providing the participants with tools and a deeper understanding of the importance of good situational awareness and planning for decision-making.
