Somali police officers use project management skills to improve the success of their operations
12 April, Mogadishu.Police officers in the planning department of the Somali Police Force (SPF) are using project management skills to improve the success of police operations on the ground, including operations of a special unit of the police called the Darwish, with knowledge they have gained from a course supported by EUCAP Somalia.
The practical course, which took place in March, focused on knowledge areas identified by the SPF planning officers, with group work scenarios used to build real world analysis. The officers studied principles of project planning, using SMART (Specific, Measurable, Attainable, Relevant, and Time-bound) objectives, and analysis tools such as SWOT (Strengths, Weaknesses, Opportunities, and Threats) and PERT (Program Evaluation and Review Techniques), to plan campaigns. The course also covered theories such Project Management Cycles and Prince2 methodology, and on how to use online task management tools such as Trello to coordinate tasks amongst team members.
EUCAP Project Management Officer Hugh Moody, who together with his team, developed the course alongside EUCAP police advisors, said project management was key for police operations.
“Planners generally work within well-structured, outcome-focused organisational frameworks, where project outcome projections can be methodically planned. In a police operational environment though, these frameworks can become more fluid, and this is where project management methodology and tools are crucial in ensuring successful outcome and evaluation of work in the field,” he said.
EUCAP police advisor Petra Heppeler said the knowledge gained in the course would support greater effectiveness within the SPF Planning Team. “For the future, the SPF Planning Team can use the knowledge of this course both for general police planning situations and in particular for the implementation of the Federal Darwish Concept at the end of 2020,” she said.
