Strengthening maritime governance in Somalia: Capacity building of Puntland Maritime Police Force continues

Through its Field Office in Puntland, EUCAP Somalia successfully conducted a two-week Training of Trainers course for 15 Commanders of the Puntland Maritime Police Force - PMPF .
The training aimed to enhance the commanders’ capacity in key areas, including in didactic methods (teaching and learning), training delivery, leadership and management, and operational planning. By equipping senior officers with advanced teaching methodologies and instructional skills, the course enables them to train their respective units more effectively, ensuring that the lessons learned are shared within PMPF.
Field Office Puntland also organised a training - the sixth in a series of eleven planned training modules - for these 15 Commanders, focusing on building technical knowledge and practical skills in maritime radio communication in accordance with the International Convention for the Safety of Life at Sea. The main objective was to prepare participants for the Short Range Certificate (SRC).
The program included theoretical sessions on legal frameworks, frequency management, and antenna technology, complemented by practical exercises using VHF radios and realistic communication scenarios, including emergency procedures such as MAYDAY, PAN-PAN, and SECURITE. The seminar concluded with a large-scale tabletop exercise and the handover of SRC certificates to the PMPF Commanders, attended by Liaison Officer Colonel Jama and PMPF Brigadier General Lacle.
These initiatives highlight EUCAP Somalia’s commitment to strengthening Somalia’s maritime institutions and fostering the development of professional, self-reliant, and sustainable security structures capable of addressing regional maritime security challenges.
