EUMAM MOZ concludes CIMIC Train-the-Trainers Programme for FADM instructors
The stakeholders of this specialised training were instructors from the Navy, Army, and Air Force, aiming to equip FADM NCOs and officers with the conceptual, doctrinal, and practical knowledge required to integrate a Civil-Military Cooperation (CIMIC) module into the regular NCO training curriculum.
The programme is part of EUMAM MOZ’s broader support to the FADM Operational Cycle, particularly concerning the regeneration, preparation, and deployment of Quick Reaction Forces (QRF) in Cabo Delgado.
Over the course of four weeks, the 17 participants engaged in both theoretical and practical sessions, culminating in a Field Training Exercise (FTX). The exercise involved the simulation of dislocated camp setups and the management of a CIMIC Centre, designed to replicate real mission scenarios. This hands-on component was critical to consolidating knowledge and testing planning and execution skills in an operational context.

The closing ceremony was attended by several officials, including Colonel Caracadzai Guilherme Edsone, Head of the FADM’s Civic and Patriotic Affairs Department, and Navy Captain Pais Neto, Head of EUMAM MOZ’s Advisory Group. Both emphasised the importance of such programmes in enhancing the human dimension of military operations. They underlined that incorporating the CIMIC perspective is vital for fostering strong ties between the armed forces and local communities—essential for building public trust, ensuring social stability, and promoting sustainable security.

Navy Captain Pais Neto highlighted that this joint effort between EUMAM MOZ and the FADM forms a solid foundation for building a more cohesive and operationally prepared force in the field.
EUMAM MOZ is a non-executive mission with a mandate running until June 2026. It focuses on operational training, maintenance, and specialised instruction to support the FADM’s self-sufficiency in combating insurgency in Cabo Delgado. The mission comprises personnel from 11 European nations, promoting cooperation, peace, and security in Mozambique.
