EUMAM MOZ Launches CIMIC Programme

Maputo, Mozambique – The European Union Military Assistance Mission in Mozambique (EUMAM MOZ) officially launched its Civil-Military Cooperation (CIMIC) Programme today, during a ceremony held at the Higher Institute for Defence Studies (ISEDEF) in Maputo.

The opening session was attended by several dignitaries, including Brigadier General Abel Zicai, Head of the Civic and Patriotic Education Department of the Mozambican Armed Defence Forces (FADM), and Brigadier General Luís Barroso, Mission Force Commander of EUMAM MOZ, who delivered the inaugural lecture.  

The programme brings together 35 military personnel from various branches of the FADM and will run for four weeks, combining both theoretical and practical training, with the aim of strengthening national capacities in the field of Civil-Military Cooperation.

The training is divided into two main modules: the first focuses on Doctrine, Tactics, Techniques, and Procedures (TTPs), while the second is dedicated to the practical application of acquired knowledge, culminating in a Final Exercise.  

 During the opening session, the crucial role of civil-military cooperation in crisis and post-conflict situations was emphasised, recalling the words of Carl Bildt, former Prime Minister of Sweden (1991–1994):  

“Military implementation is the key to stopping the war, but civilian implementation is the key to a truly lasting peace.”

The launch of this programme reflects the shared commitment of the European Union and the FADM to strengthening cooperation between the military and civil society, recognising the vital role of this interaction.
