EUMAM MOZ: Mentoring Group strengthens autonomy, leadership, and operational capability of the FADM

Maputo, Mozambique - The Mentoring Group of the European Union Military Assistance Mission in Mozambique (EUMAM MOZ) plays a key role in strengthening the capabilities of the Mozambique Defence Armed Forces (FADM). 

Composed of seven members - four officers and three NCOs - the group works daily to enhance the training autonomy, operational effectiveness, and management capacity of Mozambican units, particularly the Quick Reaction Forces (QRF). 

Throughout this mandate, the Mentoring Group has developed a structured and progressive approach aimed at building lasting competencies within the FADM. The actions implemented are designed to prepare these Mozambican units to independently sustain training cycles, planning processes, and the execution of operations.

Between February and March 2025, four specialised training programmes were conducted at the Army Practical School in Manhiça. These programmes focused on several areas aimed at strengthening both the technical and pedagogical development of Mozambican personnel, including Train-the-Trainer programmes, Urban Warfare, Physical Training, and the Disposal of Conventional and Improvised Explosive Devices.

These programmes helped reinforce the Mozambican instructor base, enabling the FADM to continue developing their personnel independently. This progress was demonstrated by the second edition of the Train-the-Trainers Programme, delivered to 105 new instructors and conducted by Mozambican trainers, significantly increasing the FADM’s training capacity.

Throughout the entire process, the Mentoring Group ensured continuous mentoring and follow-up, supporting Mozambican instructors in both pedagogical and technical aspects. This model of progressive transition proves essential for consolidating the FADM’s training self-sufficiency and ensuring that the knowledge acquired remains sustainable in the long term.

In their support to the QRF, the Mentoring Group operates across domains including leadership, planning, pedagogical training, logistical management, and the conduct of land and amphibious operations.

In addition to strengthening technical and operational capacities, EUMAM MOZ consistently promotes compliance with International Humanitarian Law and Human Rights, contributing to alignment with international standards.

Between May and August 2025, the Mentoring Group supported two editions of the “Train the Trainers” (TtT) programme, designed for the QRF operational cycles and involving instructors from the Navy, Army, and Air Force. This progressive course includes an initial phase of pedagogical and technical instruction, followed by an On-the-Job Training stage, during which trainees plan and conduct real training activities, always supervised by mentors and Mozambican instructors.

Leadership development is another central pillar of the Mentoring Group’s work. In April 2025, the group supported the Leadership Programme for Officer Cadets of the Marines Course, held at the Catembe Marines School. This specialised training strengthens the command, decision-making, and responsibility skills of future Mozambican naval officers, contributing to the development of a highly prepared new generation of military leaders.
