FADM Navy NCOs complete EUMAM MOZ Leadership “Train the Trainers” Programme

Katembe, Mozambique – The Leadership “Train the Trainers” Programme for Non-Commissioned Officers (NCOs), promoted by the European Union Military Assistance Mission in Mozambique (EUMAM MOZ), has officially come to an end today at the Escola de Fuzileiros Navais in Katembe, in collaboration with the Portuguese Defence Cooperation. The four-day programme trained 23 sergeants of the Mozambican Naval Marines, equipping them with leadership knowledge and instructional skills essential for strengthening the operational readiness of the Mozambican Armed Defence Forces (FADM).

The ceremony was presided over by Colonel Jarmo Keskinen (Finland), Deputy Commander of EUMAM MOZ. The programme was supervised by Lieutenant Colonel Bernardo González-Lázaro Sueiras (Spain), Head of the Training and Mentoring Section (J7), and delivered by the EUMAM Mentoring Team.

During his remarks, Lieutenant Colonel González-Lázaro Sueiras underlined the central role of the sergeant within a military force, describing NCOs as “the backbone and the heart of operational capability.”

The Programme focused on a blend of theoretical and practical leadership tools. The Military personnel of FADM were introduced to the Functional Leadership Model, Team Dynamics and Management, and Organisational Communication, complemented by practical leadership exercises aimed at enhancing group cohesion and decision-making under pressure.

Beyond leadership, the programme contributes directly to the broader operational cycle of the FADM, particularly the regeneration, preparation, and deployment of Mozambique’s Quick Reaction Forces (QRF) in Cabo Delgado. As highlighted during the ceremony, the ability to pass on knowledge is a defining feature of a professional and sustainable armed force. The “Train the Trainers” approach ensures that the skills gained will cascade within the units, supporting long-term autonomy and operational effectiveness.

The activity also reaffirmed the strength of the EU–Mozambique partnership, grounded in the shared commitment to protecting populations and upholding Human Rights and International Humanitarian Law.

All objectives of the programme were fully achieved, with the 23 participating sergeants demonstrating high motivation and professionalism throughout the course.
