J9 Branch: the human dimension of EUMAM MOZ
Currently composed of Lieutenant Colonel Paulo Valente, from the Portuguese Army, and Major Sérgio Vasconcelos, from the Portuguese Air Force, this cell acts as a bridge between the military mission and the civil environment. It plays a fundamental role in EUMAM MOZ activities by ensuring that they are conducted with sensitivity, coherence and respect for local realities, thereby contributing directly to the mission’s credibility, legitimacy and long-term impact.

In close coordination with the mission command and the other members of the Headquarters staff, the J9 Chief transforms situational awareness into actionable advice, supporting decision-making processes through a comprehensive understanding of the so-called “human terrain”. This role is essential to prevent friction with local communities, avoid unintended consequences and strengthen cooperation with a wide range of civil partners, including local authorities, non-governmental organisations and international entities present in Mozambique. The J9 Chief also acts as the principal adviser in supporting the development of CIMIC capacity within the Mozambique Defence Armed Forces (FADM).

The operational support of the cell is provided by the J9 Deputy, who supports the planning, coordination and execution of CIMIC activities, monitors ongoing engagements and translates strategic guidance into practical actions on the ground. From organising community outreach initiatives to coordinating humanitarian-oriented activities, the J9 Deputy ensures that the mission’s interaction with the civil environment remains structured, coherent and aligned with the mandate of EUMAM MOZ. Within the framework of supporting the development of CIMIC capacity in the FADM, he plans and conducts mentoring activities and specialised training in this field, contributing to the strengthening of knowledge and capacity-building within the FADM.
Acting as a strategic facilitator, the J9 cell ensures that the presence of EUMAM MOZ is perceived not merely as a military effort, but as a responsible and committed partnership. Through dialogue, cooperation and empathy, it helps translate European Union principles into concrete actions on the ground, leaving a positive and lasting impact both on the mission and on the local communities with which it engages.
