J1 Personnel Branch —managing multinational teams 

Maputo, Mozambique - Behind every successful mission, there is a team working quietly to ensure that people are supported and processes run smoothly. In EUMAM MOZ, the J1 Branch may operate in the background, but its impact is felt throughout the Mission every day. 

Within the small but highly effective two-officer team, the J1 Branch ensures that staff are properly integrated, supported throughout their service, and fully prepared for arrival, rotation and departure.  

In a multinational mission environment, J1 serves as the connecting point between EUMAM MOZ and European Union offices, embassies, Senior National Representatives of the 12 EUMAM MOZ participating countries and other national institutions on all personnel related matters. J1 also contributes to strategic-level personnel planning by working alongside the Military Planning and Conduct Capability (MPCC) to prepare the Mission for future rotation cycles and capability requirements. 

Although a significant part of the branch’s work involves ensuring administrative processes, essentially the J1 Branch is all about welfare of its members: welcoming new personnel, supporting transitions, acknowledging service with awards and helping create the conditions for a professional and cohesive multinational team, whether they are currently deployed or preparing to enter the Mission area. 

By ensuring accurate accountability, smooth personnel processes, strong institutional coordination, and consistent recognition of service, J1 enables the Mission to operate with discipline, readiness, and unity. 

EUMAM MOZ is a non-executive Mission that focuses on the operational training cycle and maintenance, while also providing specialised training to enable the Mozambican Defence Armed Forces (FADM) to become self-sufficient in the fight against insurgency. This European Union Mission includes military personnel from 12 nationalities.
