Three years of EUPM Moldova: Strengthening security and resilience

Today marks three years since the launch of the European Union Partnership Mission in the Republic of Moldova (EUPM Moldova). Since its launch on 22 May 2023, the Mission has become a trusted partner for national institutions, working closely to address evolving security challenges and hybrid threats. Following an initial deployment of two years, the Mission’s mandate has been extended until 31 May 2027 through a decision of the Council of the European Union, based on the continued request for support from the Moldovan authorities.
As a civilian, non-executive mission, EUPM Moldova provides strategic advice and support in areas such as crisis management, cybersecurity, and countering foreign information manipulation and interference. Over the past three years, this has contributed to strengthening Moldova’s security framework and aligning it with EU standards.
The Mission has supported the development of key legislation, improved crisis management structures, and contributed to the establishment of institutions such as the Cybersecurity Agency, the National Crisis Management Centre and the Centre for Strategic Communication and Countering Disinformation, enhancing the country’s ability to respond to complex threats.
Investing in people has been central to EUPM’s work. More than 6,000 Moldovan officials have participated in trainings or events aimed at strengthening capacities to respond to crises and hybrid threats, supported by a growing network of Moldovan trainers, ensuring lasting impact.
EUPM Moldova has also helped strengthen operational capabilities through the provision of modern IT and secure communications equipment, as well as capacity-building activities, expert exchanges and study visits, improving coordination and preparedness across institutions.
Three years on, EUPM Moldova remains a reliable partner, committed to supporting Moldova’s resilience, strengthening its institutions, and contributing to a more secure and stable future.
