About European Union Mission in Armenia
EU Mission in Armenia was launched by the decision of EU Foreign Affairs Council on 20 February 2023, when it also started its operational activities. EUM Armenia is tasked with observing and reporting on the situation on the ground, contributing to human security in conflict-affected areas and supporting the confidence building between Armenia and Azerbaijan, where possible. EUM Armenia is an essential component of the EU’s efforts in supporting peace and stability in the region.
The EU established the Mission in response to an official request by the Armenian authorities to deploy a full-fledged EU civilian mission on the ground. This deployment follows the successful experience of the EU Monitoring Capacity (EUMCAP) deployed previously on the Armenian side of the Armenia-Azerbaijan border between 20 October 2022 and 19 December 2022.
The Council of the European Union extended the Mission's first two year mandate on January 30, 2025 for another two years for the period from 20 February 2025 until 19 February 2027. EUM Armenia's second mandate involves up to 225 personnel including 166 international and 59 national staff. EUM Armenia observers and civilian experts come from 23 EU Member States.
EUM Armenia is deployed on the Armenian side of the international border with Azerbaijan. The Mission' s Headquarters is located in Yeghegnadzor, with six Forward Operating Bases in Yeghegnadzor, Jermuk, Martuni, Kapan, Goris and Ijevan. The Mission also has a liaison office in Yerevan. EUM Armenia is exclusively deployed and operating within the internationally recognised territory of Armenia.
EUM Armenia coordinates all its activities with the Armenian authorities. It also informs the Azerbaijani side of relevant developments as appropriate.
Satu Koivu
Ms. Satu Koivu is a Finnish senior police officer with more than 35 years of national and international experience. She has built extensive international expertise through leadership positions within UN and EU missions in the Palestinian Territories, Rwanda, Namibia, and Cyprus. Before her appointment as EUMA Head of Mission, she was deployed in the National Police Board of Finland as Chief of Human Resources, based in Espoo, Finland.
She holds a Master of Police Sciences from the University of Turku and has completed professional teacher education at the University of Helsinki.
Alongside her professional duties, she has been an active member of the Zonta International Foundation since 1995. Through this role, she has worked to empower girls and women through service and advocacy, promoting expanded access to education, health care, and safe living conditions.
She was born in 1966, is married, and has two daughters.
In February 2026, she was appointed as the Head of Mission of EUMA.
