The relationship between EUTM MOZ and the Host Nation: the role of the Liaison Officer

The European Union Training Mission Mozambique (EUTM MOZ), in order to conduct its mission and accomplish its objectives of providing training and support to the Mozambican Defense Armed Forces (FADM), relates and cooperates with many different actors. The Liaison Officer (LNO) acts as the Mission Force Commander’s (MFCdr) personal representative and as a communication bridge between the mission and these different actors.

 

The main effort of the LNO is made with the FADM. He or she is directly responsible for the liaison and coordination of mission affairs with the Mozambican military structure. Mutual trust and confidence are key elements in the relationship between EUTM MOZ and the FADM.

The LNO liaises with relevant players of the International Community including partner Countries of Mozambique and International Organisations involved in the training of the FADM. Acts as a point of contact (POC) for the exchange of information with different stakeholders, promotes a clear perception of the mission, builds relations, is an effective communication facilitator, ensures mutual understanding and unity of purpose and action. Generates consensus.

Part of the LNO’s roles, is the support and cooperation with several EUTM MOZ staff members, namely the Civil-Military Cooperation (CIMIC) cell, the Gender Advisor, the Strategic Communications Advisor, the Information Operations Officer or the Public Affairs Officer. The LNO facilitates and supports CIMIC events, Gender Equality meetings and working groups, and Public Affairs activities, etc.

In support of the MFCdr, the LNO also makes a general assessment based on the contacts with these different actors and identifies factors that could have an impact on mission accomplishment.
