The European Union has been represented in Mozambique by its Delegation in Maputo since 1985. It’s one of more than 140 EU delegations around the world. Since the Lisbon Treaty came into force on 1 December 2009, Delegations have taken on a stronger role. The EU Delegation now operates as a diplomatic mission, formally representing the EU in Mozambique. EU work in Mozambique is part of its broader cooperation with African, Caribbean and Pacific countries under the Samoa Agreement, which entered into force in 2024 and replaced the Cotonou Agreement.

Mandate of the Delegation

WHAT WE DO

The European Union Delegation implements a broad range of actions in support to bilateral agenda with Mozambique. Its mandate includes:

  • Strengthening EU - Mozambique relations through ongoing partnership dialogue with the Government and sub-national actors, fostering partnerships based on shared priorities.
  • Promoting EU values and policies in close collaboration with the Government and the people of Mozambique.
  • Supporting sustainable development, focusing on peace and stability, social development, climate resilience, post-cyclone recovery, and responsible management of natural resources.
  • Advancing the Global Gateway priorities: clean and reliable energy, climate adaptation, sustainable infrastructure, digital connectivity, and inclusive economic growth.
  • Promoting security and stability in northern Mozambique, particularly Cabo Delgado, through an integrated approach that combines development, humanitarian action, and security assistance, while ensuring full respect for International Humanitarian Law and International Human Rights Law.
  • Engaging civil society, local communities, and the private sector to promote social inclusion and expand opportunities for youth, women and vulnerable groups.
