EU Areas of Engagement

European External Action Service (EEAS)

Guided by its values and global responsibilities, the European Union conducts its external relations through a dedicated diplomatic service.

Under the framework of the Treaty of Lisbon, the European External Action Service (EEAS) oversees the operations of all EU Delegations worldwide. The EU Delegation to Namibia was established in Windhoek in 1990 upon Namibia’s independence. It has full diplomatic privileges and immunities, with the Head of Delegation accorded ambassadorial status. Our primary mission is to strengthen diplomatic relations and foster cooperation between the EU and Namibia. We aim to enhance political dialogue, promote sustainable economic development, and support initiatives that contribute to a prosperous and inclusive future for all.

The Delegation is a natural point of contact between the EU and the Namibian authorities, as well as other interlocutors in Namibia.

The Role of the Delegation

Political Relations

The EU Delegation works closely with Namibia as a key political partner in Southern Africa. Our partnership is based on shared values of democracy, human rights, the rule of law and good governance. Political relations are framed by the Samoa Agreement, which guides cooperation between the EU and OACPS countries and promotes dialogue on peace and security, development, climate change, migration and economic growth.

Trade and Economic Relations

The EU Delegation supports strong trade and economic ties between the European Union and Namibia under the SADC Economic Partnership Agreement. This development-oriented agreement provides Namibia with duty-free and quota-free access to the EU market, supports sustainable development, and fosters inclusive economic growth, job creation and regional integration.

Development Cooperation

Through the NDICI–Global Europe instrument, the EU Delegation supports Namibia’s national development priorities under the Multi-Annual Indicative Programme (2021–2027). EU cooperation focuses on foundational education, inclusive green growth, and good governance and gender equality, contributing to poverty reduction, social inclusion and sustainable development.
