Civilian CSDP Missions: Supporting Libya on its border security and management reform

The security, stability and sovereignty of Libya necessitates that the state regains control of its borders. The Government of National Accord has expressed the will to reform Libya´s border management on its path to secure its borders and fight organised crime. To that end, the EU Border Assistance Mission Libya (EUBAM) supported the drafting of a "Concept Note towards a White Paper" on reforming Libya's border management approach.

This Concept Note, drafted by the Libya's National Team on Border Security and Management with EUBAM support, was presented to the Libyan Presidential Council on 26 November 2017, and it is intended to lead into the development of a White Paper on Border Security and Management reform in Libya.

EUBAM Libya Head of Mission, Mr. Vincenzo Tagliaferri, met 30 January in Brussels with the Civilian Operations Commander, Mr. Kenneth Deane to discuss the way ahead.

Security in Europe demands stability in our wider neighbourhood. The EU Border Assistance Mission Libya was launched in May 2013. The Mission assists in a comprehensive civilian security sector reform planning process, co-operating closely with, and contributing to, UN efforts, liaising with the legitimate Libyan authorities and other relevant security interlocutors.
